Discern’s Summary of CMS’ Quality Conference

CMS held its annual Quality Conference in Baltimore from January 29th to 31st. About 3,000 attendees gathered to hear about CMS’ progress in improving quality and their strategy for measurement and payment innovation. As the conference made clear, CMS is making a huge investment in quality measurement and improvement initiatives across its portfolio of programs.
Several Discern staff members were in attendance and prepared notes of some of the key sessions from the conference, especially those related to measures and innovative payment models. A theme throughout the conference, from the plenary sessions to the break-outs, was the shift from process measures to outcome measures. CMS views this shift as a pillar of its Meaningful Measures initiative that will have repercussions for value-based care.
